My puppy just won't potty train?

I got my puppy from the humane society around three weeks ago. We had trouble potty training him, and it took a while, but I'd finally thought he'd gotten it. You see, what we would do is, we'd catch him while he was in the process, say "No! Bad dog!" And take him outside. And when he'd finish, we praised him. Every time he went to the bathroom outside, he got praised. I took him out every hour, on the dot. Anyways, I'd finally thought he had gotten it. I hadn't caught him in the act of squatting for days... And then I found the stains. All around in behind the dining room table ( Where we rarely go ) was pee stains, and poop. I was so devastated, and just so friggin frustrated; I started crying. Now, I don't know what to do. He just refuses to learn... He won't learn how to not jump up, either. I started using a water bottle, but he just ignores it.
