If all you say is true then your mother is a freaking idiot but sweetheart you are 16: learn to do your own laundry, clean the bathroom if no one else will, and take a shower when your mother and sister are out if the water is still on and she just doesn't want you to use it, or take a shower at school after football practice. It's summer: Start doing landscaping and mowing for the neighbors and take that money to Goodwill or another second had store to get a basic wardrobe. Once you have a basic wardrobe you should be able to get a part time job. It's sad but you are the only one who can pull yourself out of the hole your mother has put you in and doesn't care to help you out of. Another option is to call CPS on your own mother - no running water and the lack of clothes that you have could be considered neglect. You will be placed into a foster home while your mother is investigated and the state or your foster parents will provide clothes. This option could pull you out of the hole faster but will definately create stress within your family.
